Taking Korean Cosmetics Home: Tax Refund Rules and Carry-On Liquid Limits

Last verified: 2026-11-03. Rules, fees and prices change; check the official sources below before you act.

Short answer: Cosmetics are ordinary goods for the Korean tourist tax refund. If you are an eligible visitor and spend at least KRW 15,000 at a participating Tax Free store, you can claim the VAT portion, but customs must see that you took the goods out within 3 months, and opened or used items are not eligible. For the flight, Incheon Airport says liquids, sprays and gels in carry-on bags must be in containers of 100 ml or less, packed in a transparent bag. Larger bottles belong in checked baggage, and your destination’s rules may be different.

This guide uses the Korea Customs Service page, the Korea Tourism Organization’s tax refund guide, and two Incheon International Airport pages. None of the refund pages mentions cosmetics by name, so the points below apply to goods in general.

Does the tax refund apply to cosmetics?

The pages checked do not list cosmetics as a special category or as an exclusion. VisitKorea’s list of ineligible items names items banned by law, services customs cannot visually check (cooked food, massage), duty-free items, and opened or used goods. A sealed lipstick or cream bought at a Tax Free store therefore falls under the general rules. Check at the shop whether a particular store or product is covered.

Who can claim and how much you must spend

Rule What the official pages say
Eligible visitors Non-residents with no income in Korea; foreigners staying up to 6 months; overseas Koreans with 2+ years abroad and a stay of 3 months or less (VisitKorea)
Not eligible Stays of 6 months or more, diplomats, US military personnel, people employed in Korea, purchases under a company name or through an agent (VisitKorea)
Minimum purchase KRW 15,000, for every refund method (VisitKorea)
Immediate refund at the store Each transaction under KRW 1 million, total KRW 5 million or less (VisitKorea)
Downtown refund A single transaction of KRW 6 million or less (VisitKorea)
Time limit Goods must leave Korea within 3 months of purchase (Customs Service, VisitKorea)

The Customs Service page does not state the minimum amount. The VisitKorea figure is the one used here. The refund percentage and operator fees are not given on either page, so This guide does not quote them.

The unopened, unused requirement

This is the point that matters most for cosmetics, because shoppers tend to test products. The Customs Service page lists three things for the departure check: your passport, the certificate of sale, and the purchased goods (unopened, unused). VisitKorea says items already opened or used before being taken overseas are not eligible.

In practice, official pages do not explain how a product opened for a few seconds would be treated, and This guide did not find a rule. Do not open anything you want to claim on until customs has confirmed the export, or ask the store or customs.

Customs confirmation, step by step

  1. Buy at a participating Tax Free store with your passport and ask for the refund (immediate or voucher).
  2. At the airport, airports with an unmanned kiosk let you enter your passport and the sales confirmation. If you are selected for inspection, go to the customs inspection team. Airports without a kiosk require a visit to the customs inspection team.
  3. After customs confirms the export, claim the refund at the refund window in the duty-free area after immigration, or by another method the operator offers.

Because customs may ask to see the goods, plan ahead (VisitKorea says to contact the airline for exact details about the refund counters). Plan your packing and airport time around this check. The page does not say whether you can first check the bag. Ask the airline or customs before you drop off a bag that contains refund items.

Carry-on rules for liquids, gels and sprays

Incheon International Airport’s FAQ says carry-on liquids, sprays and gels on international flights from Incheon are limited by volume:

The size of the bag is not described consistently on the Incheon pages checked. One section of the FAQ says 20 cm by 20 cm and another says 1 litre, and the transfer screening page says “a transparent 1 L plastic bag, and sealed”. Use a clear bag that closes properly, and check the current size on the airport site before you travel.

Checked baggage

The Incheon FAQ gives checked-baggage limits only for some items. For personal hygiene sprays, it says up to 2 kg (2 L) in total with a limit of 500 ml per item. It does not give a general limit for creams or lotions in checked bags, so this guide does not claim one. Airlines may have their own rules. Pack bottles so they cannot leak, and check with your airline.

Duty-free purchases and transfers

The Incheon transfer screening page says duty-free liquid purchases can be carried only if placed in a “Duty Free Liquid Item Bag”, and that security rules at foreign transfer airports may differ, so liquids can be surrendered or confiscated. If you connect through another country, check that airport’s rules.

Your destination country

This guide does not cover import rules at your destination. Customs limits, allowances and restrictions vary by country, so check the customs website of the country you are flying to.
